Surfer vs Clearscope for agencies: which pays back at 5, 10 and 20 clients?
· Agency Brief
Surfer and Clearscope both score your content against what already ranks, and both now track AI answers. For an agency, the real difference is what each one bills on. Surfer meters seats, brand workspaces and documents. Clearscope gives you unlimited users and projects, then meters drafts, pages and tracked queries. The cheaper tool depends on how many client sites you run and how much you publish for each one.
A small-agency owner usually has three questions:
- What will it cost per client site at 5, 10 and 20 clients, not for one site on a trial?
- What is actually metered: people, sites, documents, drafts or pages? And where does each plan hit its limit?
- How much AI-visibility tracking comes with it, and which AI engines does it cover?
How this post works:
- Verdicts. We aren't issuing new verdicts here. Both are the ones already published in Surfer SEO alternatives for agencies: Surfer KEEP (the baseline) and Clearscope WATCH, now labelled (unlimited users, but drafts cap at 20 a month) (see the correction under Clearscope's verdict). Both tools also have pages in our AI tools directory.
- Prices. Every price was checked on the vendor's own pricing page on October 19, 2026, in USD, excluding tax. Surfer's US prices come from a US-version fetch of its page, because the page served outside the US showed EUR. Surfer shows prices in EUR to EU visitors; we list the USD prices shown to US visitors (checked Oct 19, 2026). The EUR figures are the same numbers, not conversions (for example 99 USD or 99 EUR for Standard billed yearly). Anything we couldn't confirm is listed under "What we couldn't verify" at the end.

Surfer: KEEP (the baseline)
Verdict: KEEP (the baseline), from Surfer SEO alternatives for agencies. It was also our KEEP in the Issue #1 teaser and is the SEO pick in our best AI tools for marketing agencies list. Tool page: /tools/surfer.
Price (checked October 19, 2026): Billed yearly, Surfer lists Discovery at $49/month, Standard at $99/month, Pro at $182/month and Peace of Mind at $299/month. The separate AI Search Analytics plan, for AI-visibility tracking only, is $82/month billed yearly. Annual plans are charged up front for the whole year (Surfer pricing). That means $2,184 up front for Pro and $3,588 for Peace of Mind (our multiplication of the monthly figure by 12). The page we loaded showed only annual prices. See "What we couldn't verify".
What matters for agencies: Surfer meters three things that hit agencies directly (Surfer pricing):
- Seats: 1 team seat on Discovery, 3 on Standard, 5 on Pro and 10 on Peace of Mind.
- Brand workspaces: 1 on Discovery and Standard, 5 on Pro, "Unlimited*" on Peace of Mind. Surfer's tooltip says "Each Brand represents one workspace and site." So Standard covers one site, and Pro covers five.
- Documents: 120 on Discovery, 360 on Standard and Pro, "Unlimited*" on Peace of Mind. The asterisk reads "Fair usage policy applies." A document is a Content Editor: Surfer's developer docs say creating one uses "One Content Editor credit" (Surfer docs: credits and limits).
On annual plans, Surfer's FAQ says "Your credits reset yearly or after changing your plan" (Surfer pricing). We read the 360 documents as a pool for the year. That's 30 a month on average, by our division. Surfer's fair-usage policy puts Peace of Mind's "unlimited" documents at 6,000 a year on annual plans (500 a month on monthly), and "Brands & Domains Managed" at 100 total (Surfer Fair Usage Policy). Surfer says MCP, which lets Surfer data flow into the AI assistants you already use, is included on Pro, Peace of Mind, Enterprise and AI Search Analytics (Surfer docs: credits and limits).
AI-visibility tracking: Standard tracks 25 prompts, refreshed weekly, and its tooltip says monitoring is "in ChatGPT". Pro tracks 50 and Peace of Mind 100, refreshed daily, "Simultaneously across all models". Discovery shows "Track 0 AI prompts". The models listed are ChatGPT, Perplexity, Google AI Mode, Google AI Overview and Google Gemini. Surfer defines one prompt as "1 tracked query/phrase" (Surfer pricing).
The catch: the workspace limit, not the document count, is what pushes an agency up the ladder. Six or more client sites means Peace of Mind. Standard and Pro carry the same 360 documents, so going to Pro buys two more seats, four more workspaces, daily all-model tracking and MCP, but no extra content volume.
Clearscope: WATCH (unlimited users, but drafts cap at 20 a month)
Verdict: WATCH (unlimited users, but drafts cap at 20 a month), from Surfer SEO alternatives for agencies. Tool page: /tools/clearscope.
Correction (Oct 23, 2026): we previously described Clearscope as expensive for small teams. Per client, with one Surfer workspace per site, it's cheaper at 5 and 10 clients; what limits it is drafting volume. We've updated the label.
Price (checked October 19, 2026): Essentials is $129/month (50 tracked queries, 50 pages, 20 monthly Topic Explorations, 20 monthly drafts). Business is $399/month (300 tracked queries, 300 pages, 50 monthly Topic Explorations, 20 monthly drafts, dedicated account manager). Enterprise is custom (Clearscope pricing). The page shows no annual price. Its FAQ says "There's no minimum contract with our monthly plans," and the page advertises a 14-day free trial.
What matters for agencies: unlimited users and unlimited projects on every plan (Clearscope pricing). Writers, freelancers and client reviewers cost nothing extra, and there's no per-site cap to push you up a tier. Clearscope meters three other things instead:
- Drafts: creating a Draft "generate[s] a content analysis of the current SERP and competitors" and "uses a single Draft credit." On monthly plans, unused drafts and Topic Explorations "don't rollover" (Clearscope: how credits work).
- Pages: these are Content Inventory pages, the live URLs Clearscope monitors. They "remain in place as long as you're a Clearscope customer" rather than resetting monthly (Clearscope: how credits work).
- Add-ons: in the add-on table on the pricing page, extra pages cost $25/mo per 100 on Essentials and $15/mo per 100 on Business. Extra drafts cost $50 per 10 on Essentials ($5 each) and $20 per 10 on Business ($2 each), sold in steps of 10, 20, 30, 50, 100, 200 and 500. The draft prices carry no "/mo", and the page doesn't say whether they're monthly or one-off (Clearscope pricing).
AI-visibility tracking: included on every plan. Clearscope says Query Tracking follows "specific queries across ChatGPT and Gemini" to see when your brand is mentioned (Clearscope pricing). That's 50 tracked queries on Essentials and 300 on Business. The pricing page doesn't say how often tracked queries refresh.
The catch: both self-serve tiers include the same 20 drafts a month. Moving to Business at $399 buys pages, tracked queries and Topic Explorations, not drafting volume. Above 20 pieces a month you're paying the draft add-on, and on Essentials that's $5 a draft.

Break-even at 5, 10 and 20 client sites
Our break-even is simple: the cheapest plan on each vendor's own page that covers the client book. It is not a revenue model, because we don't know your retainers. Compare the cost per client site below with what you bill for SEO content on each account.
Our assumptions (yours will differ; change them and redo the arithmetic):
- A1. Each client site needs its own Surfer brand workspace (Surfer: "Each Brand represents one workspace and site") and its own Clearscope project. A second Surfer row shows the cost if you don't need a workspace per client.
- A2. Three people in your team need a login.
- A3. Every optimised piece, new or refreshed, uses one Surfer document or one Clearscope draft. We price two volumes: 2 pieces per client per month and 4 pieces per client per month.
- A4. Surfer is on annual billing, because those are the only USD prices displayed, and is shown per month. Clearscope is on monthly billing, the only prices it displays.
- A5. Monitored pages and AI-visibility tracking are left out of the cost and shown in a separate table below.
- A6. Extra Clearscope drafts are bought as one selection from the add-on ladder (10, 20, 30, 50, 100, 200, 500). We assume they're bought each month they're needed, so the monthly cost is the same whether the add-on recurs or is a one-off pack.
Volume these assumptions create: at 2 pieces per client, that's 10 / 20 / 40 pieces a month (120 / 240 / 480 a year) at 5 / 10 / 20 clients. At 4 pieces, it's 20 / 40 / 80 a month (240 / 480 / 960 a year).
| Clients | Pieces/month | Surfer plan (A1) | Surfer $/month (per client) | Surfer, no workspace per client | Clearscope plan | Clearscope $/month (per client) |
|---|---|---|---|---|---|---|
| 5 | 10 | Pro (5 workspaces, 360 docs/yr) | $182 ($36.40) | Standard: $99 ($19.80) | Essentials (20 drafts) | $129 ($25.80) |
| 10 | 20 | Peace of Mind | $299 ($29.90) | Standard: $99 ($9.90) | Essentials (20 drafts) | $129 ($12.90) |
| 20 | 40 | Peace of Mind | $299 ($14.95) | Peace of Mind: $299 ($14.95) | Essentials + 20 drafts ($100)† | $229 ($11.45)† |
| 5 | 20 | Pro | $182 ($36.40) | Standard: $99 ($19.80) | Essentials (20 drafts) | $129 ($25.80) |
| 10 | 40 | Peace of Mind | $299 ($29.90) | Peace of Mind: $299 ($29.90) | Essentials + 20 drafts ($100)† | $229 ($22.90)† |
| 20 | 80 | Peace of Mind | $299 ($14.95) | Peace of Mind: $299 ($14.95) | Business + 100 drafts ($200)†‡ | $599 ($29.95)†‡ |
How the cells were picked:
- Surfer with a workspace per client: Pro is the cheapest plan with 5 workspaces. Anything above 5 sites needs Peace of Mind ("Unlimited*" workspaces, fair use 100). Discovery is ruled out everywhere because it has 1 seat (A2).
- Surfer without a workspace per client: Standard's 360 documents a year covers up to 360 pieces. Above that, Pro has the same 360, and we saw no document add-on on the page, so the next step is Peace of Mind.
- † Clearscope drafts: the add-on's billing period isn't stated on the page. Confirm it at checkout before you rely on these cells.
- ‡ 80 drafts a month: that means 60 extra, and the ladder offers 50 or 100. The cheapest single selection that covers it is Business plus 100 drafts ($399 + $200), slightly under Essentials plus 100 ($129 + $500 = $629). If Clearscope lets you combine a 50 and a 10 pack, Essentials would be $129 + $250 + $50 = $429. The page doesn't say whether packs combine, so we can't confirm that lower figure.
What the table says, on these assumptions:
- If you need one Surfer workspace per client, Clearscope's sticker price is lower at 5 and 10 clients ($129 to $229, against Surfer's $182 and $299), because Surfer's workspace cap pushes you up a tier and Clearscope doesn't cap sites at all.
- At 20 clients and heavier publishing, Surfer Peace of Mind is cheaper ($299 vs $599), because Clearscope's 20 drafts a month are fixed on both tiers and extra drafts are priced per draft.
- If you don't need a workspace per client, Surfer Standard ($99) is the cheapest option at 5 clients and, at the lighter volume, at 10 clients too.
- Surfer's figures are the annual price shown per month, charged up front. Clearscope's are monthly with no minimum contract. If you can't commit a year of spend, that difference matters as much as the per-client figure.
AI-visibility tracking included in those plans, per client, by our division (no add-ons):
| Clients | Surfer plan (A1) | Surfer prompts per client | Clearscope Essentials queries per client | Clearscope Business queries per client |
|---|---|---|---|---|
| 5 | Pro, 50 prompts, daily, all listed models | 10 | 10 | 60 |
| 10 | Peace of Mind, 100 prompts | 10 | 5 | 30 |
| 20 | Peace of Mind, 100 prompts | 5 | 2.5 | 15 |
Surfer covers more engines (ChatGPT, Perplexity, Google AI Mode, AI Overview and Gemini on Pro and up). Clearscope names ChatGPT and Gemini. Two to ten tracked prompts per client is a small sample for a client report. If AI visibility is something you sell, price the tracking separately before you pick a plan. Both vendors' pages show options for more tracking. We didn't verify the USD price of Surfer's extra prompts (see below).
How to test before you switch
- Count your real units. Write down client sites, optimised pieces per client per month, and how many people need a login. Rerun the table above with your numbers.
- Decide whether you need a Surfer workspace per client. If your team works per client site (audits, internal linking, tracking per domain), assume you do. That assumption alone moves Surfer from Standard to Pro or Peace of Mind.
- Run the same brief through both trials. Surfer's help center says new accounts get a 7-day free trial of the Pro plan (Surfer Pricing FAQ). Clearscope advertises a 14-day free trial (Clearscope pricing). Use the same keyword and the same writer, and compare edit time to a client-ready draft, not the score.
- Check AI-visibility tracking separately. Count how many prompts per client you'd actually report on, and remember that being mentioned isn't the same as being cited (Semrush AI Visibility Index).
- Switch at renewal. Surfer charges annual plans up front and says that if you turn off auto-renewal you keep access until the end of the paid period (Surfer pricing). Clearscope's monthly plans have no minimum contract.
Verdict
Our verdicts don't change: Surfer stays KEEP (the baseline) and Clearscope stays WATCH (unlimited users, but drafts cap at 20 a month).
Keep Surfer if it's already how you deliver. At 5 clients with one workspace each, the plan you need is Pro ($182/month billed yearly). From 6 clients up, it's Peace of Mind ($299), which on our heavier assumption is the cheapest per client at 20 sites. Clearscope's case is unlimited users and no per-site cap. Its sticker price is lower than Surfer's at 5 and 10 clients if you need a Surfer workspace per client. But it rises fastest as volume grows, because both tiers stop at 20 drafts a month. Watch it if you have many reviewers and modest volume, and run the trial on real client work before you move.
What we couldn't verify
- Surfer's monthly-billing prices and monthly document allowances. The page we loaded displayed only annual prices. Its FAQ says annual billing saves "up to 17%" versus monthly. The page code contains monthly figures that weren't displayed to us, so we haven't used them.
- Whether "360 documents" is meant as a yearly pool. Surfer doesn't put a period next to the number. We based our reading on its FAQ ("Your credits reset yearly" on annual plans).
- Whether Surfer workspaces are needed per client for content work alone. Surfer says each brand "represents one workspace and site". We didn't test whether Content Editor documents for several client sites can live in one workspace. That's why the table has two Surfer rows.
- Surfer add-on prices for extra prompts and tracked pages. The page has selectors for them, but we didn't see USD prices displayed, so we left add-ons out. We saw no add-on for extra documents or brand workspaces.
- Clearscope's draft add-on billing period (no "/mo" is shown) and whether two add-on packs can be combined.
- Clearscope's annual pricing. No annual price is shown on the pricing page.
- How often Clearscope refreshes tracked queries. The pricing page doesn't say.
- Vendor claims. Both vendors' claims about rankings, AI citations and recommendation quality are their own. We didn't test either tool's AI tracking for this post.
We'll update this page when the vendors publish clearer terms.
